Accomplishments

Under Pierre Guénard’s leadership, Chelsea has maintained balanced budgets year after year through rigorous and transparent management. Thanks to a strategic watch on government programs, the municipality has secured major grants, funded projects, optimized resources, and invested sustainably in infrastructure and the environment, all while keeping debt under control.

Citizen services have improved significantly. A seniors’ residence in Farm Point, a new health centre under construction, a second pharmacy, two daycares, and an optometrist increase accessible care close to home. Twenty new local businesses are strengthening the local economy, schools have received strong support, and the Pivot platform keeps residents informed in real time. Added to this are the enhancement of the CLSC services and plans for a new elementary school in the village core, two major steps forward for the community. Targeted road investments, including a new roundabout in front of Town Hall, have also improved safety and mobility.

Public safety remains a top priority. Lower speed limits near schools, an updated emergency preparedness plan, including a emergency generator at Town Hall and the fire station, community policing, and first responders — each measure strengthens prevention resilience. New pedestrian lights and safer crossings have been installed on many routes. Infrastructure has also been modernized and optimized to better withstand the impacts of climate change.

Pierre Guénard has made environmental protection a pillar of municipal action. Enhanced water quality monitoring, protection of ecological corridors, electrification of municipal vehicles, new charging stations, and a tree policy. Chelsea is taking concrete action for a sustainable future.

Chelsea is investing in sustainable, people-friendly mobility. Trails and bike paths connect neighbourhoods and green spaces, the Voie verte has been upgraded and 85% completed, and new layouts protect vulnerable road users. A cross-sector trail network, developed in collaboration with Sentiers Chelsea Trails, strengthens local connectivity. These efforts have earned Chelsea a Silver Vélo-Sympathique certification from Vélo Québec.

A vibrant, active, and cultural community life is taking shape: maintained local and winter trails, renovated community centres, upgraded family parks, and a modernized Russell-Martin baseball field funded through successfully obtaining $250,000 in grants. The Hollow Glen skating rink has been refurbished, the artistic and cultural vitality of La Fab supported, and Chelsea continues to support major regional events, including triathlons, races, and festivals.
